Commissioner of Police Michael A. DeSilva - The Bermuda Police Service acknowledges the findings in the independent report of the Police Complaints Authority. We accept the determination that police officers did not act negligently or with misconduct is an appropriate finding based on the evidence, much of which was seen and circulated in the public domain.
In terms of the views expressed about the mistakes made by senior police commanders, most of this was thoroughly covered in the NPoCC report earlier this year and therefore does not come as a surprise.

The Bermuda Police report a very active Cup Match holiday period that commenced on Wednesday evening August 2nd and concluded on Sunday August 6th at 3am. During that period of time there were at least 10 major events including Cup Match. On the Friday of Cup Match it is reported that close to 10,000 people were in attendance. Over the five-day period, 55 persons were arrested and a number of those individuals appeared in Magistrates Court this morning. Two persons were also arrested and placed before the courts this morning as a result of a robbery that took place on Friday the 4th of August. A further two people were arrested and bailed in relation to the stabbing that took place on Wednesday afternoon on Queen Street.
Cup Match Comments from Superintendent Darrin Simons
The annual Cup Match holiday is a significant time in Bermuda. It provides the opportunity as a community to come together to celebrate our heritage and enjoy the festive spirit. Traditionally the majority of Bermuda’s residents focus on the actual two days of cricket. However from a policing perspective the BPS has implemented a comprehensive policing plan which runs between Wednesday August 2nd through to Sunday 6th August 2017. During that period there will be approximately 20 events taking place on both land and sea. Some of these events will attract crowds of people numbering in the thousands.
The Bermuda Police Service can now confirm the death of 21 year-old Jahkoby Smith.
Around 7:15pm on Saturday 29th July, Mr. Smith was fatally stabbed after he was involved in an altercation that took place at the West End Sailboat Club, Sandy’s. At that time, there was a wake being held for the late Jahcari Francis.
Police and EMT’s rendered assistance to Mr. Smith at the scene; however, he was pronounced dead shortly after his arrival at King Edward Memorial Hospital.
Detective Sergeant Jason Smith – Approximately 10:42 p.m. on Wednesday the 19th day of July 2017, police received several 911 calls of gun shots being heard in the area of Upland Street, Devonshire.
Armed police officers responded to the area and identified the scene of this shooting where they were directed by occupants of a residence to a room, where the lifeless body of Jahcari Antoni Francis was found lying on the floor.
The Bermuda Police Service can now confirm the death of 20 year old Jahcari Francis and extends sincere condolences to his family and friends.
Mr. Francis was fatally shot at an Upland Street, Devonshire residence around 10:45pm Wednesday, July 19th and later pronounced dead at the scene by an on call doctor.
A Family Liaison Officer has been assigned to support the deceased’s family at this difficult time.
The Bermuda Police Service can now confirm the death of 21 year old Sophie Fraser-Smith and extends sincere condolences to her family and friends.
Ms. Fraser-Smith was seriously injured around 3:10pm Tuesday, July 18th when a truck collided with the motorcycle she was riding along Middle Road in Southampton, near the junction with Scenic Heights Pass.
She was rushed to King Edward VII Memorial Hospital via ambulance but later succumbed to her injuries.
The Bermuda Police Service can confirm that one man has been arrested in connection with the reported wilful damage of Dunkley’s Dairy premises and vehicles earlier this evening (July 18th).
Initial information suggests that this is the act of a lone individual and the suspect remains in police custody.
Around 3:10pm Tuesday, July 18th police and first responders were dispatched to a reported two vehicle collision involving a truck and a motorcycle on Middle Road in Southampton near Heron Bay Primary School.
The motorcyclist, believed to be a 21 year old Southampton woman, was seriously injured and rushed to King Edward VII Memorial Hospital via ambulance.
The Bermuda Police Service can now confirm the death of 69 year old Frank D’Angelo and extends sincere condolences to his family and friends.
Mr. D’Angelo, said to be from California, was apparently snorkelling in a cove at Horseshoe Bay beach in Southampton when he became unresponsive around 2:15pm Thursday, July 13th.
The unconscious American visitor was brought to shore by members of the public where CPR was commenced.
